Resolution No. 88/2019 adopted by the Senate of the Wroclaw University of Environmental and Life Sciences on the 25th of September 2019

concerning the rules and procedure for confirming learning outcomes

Based on the Art. 28 par. 1 point 13 and the Art. 71 of the Act issued on the 20th of  July 2018 Law on Higher Education and Science (Journal of Laws 2018, item 1668, as amended) in connection with the Art. 269 of the Act issued on the 3rd of  July 2018 Provisions introducing the Act - Law on Higher Education and Science (Journal of Laws of 2018, item 1669, as amended) and § 7 sec. 2 point 3 of the statute of the Wroclaw University of Environmental and Life Sciences, it is decreed as follows:

§ 1

  1. Confirmation of learning outcomes, hereinafter referred to as CLO (PEU), is a formal process aimed at verification and recognition of learning outcomes obtained during education outside the study system.
  2. The university can confirm the learning outcomes obtained during education outside the study system in case of people applying for admission to studies at a specific field, level and profile, if such an individual holds positive assessment of the quality of education at these institutions or a scientific category A +, A or B + in the field of discipline or the leading discipline this course is assigned to.
  3. Learning outcomes are not confirmed in case of veterinary medicine.
  4. Learning outcomes are confirmed observing the scope corresponding to the learning outcomes determined in the study programme of a particular field of study, level and profile.
  5. Learning outcomes can be confirmed in reference to an individual who holds:
    1. the documents referred to in the Art. 69 par. 2 of the Act issued on the 20th of  July 2018, Law on Higher Education and Science and at least five years of professional experience – when applying for admission to BA/BSc studies;
    2. full qualification at PQF (PRK) level 5 or a qualification awarded under the foreign higher education system corresponding to level 5 of the European Qualifications Framework referred to in attachment II to the Recommendation of the European Parliament and of the Council issued on the 23rd of April 2008 on the establishment of the European Qualifications Framework for lifelong learning (Journal of Laws UE C 111 of the 6th of  May 2008, p. 1) - when applying for admission to BA/BSc studies;
    3. an individual with full qualification at PQF 6 level and at least three years of professional experience after graduating from BA/BSc studies - when applying for admission to MA/MSc studies;
    4. an individual with full qualification at the PQF level 7 and at least two years of professional experience after graduating from MA/MSc studies or long-cycle Master’s studies - when applying for admission to the another BA/BSc or MA/MSc studies.
  6. As a result of CLO, no more than 50% of ECTS points assigned to the classes included in the study programme can be awarded.
  7. The number of students at a particular field, level and profile admitted by CLO cannot exceed 20% of the total number of students at this field, level and profile of education. Upon the request on the dean, the rector indicates the maximum number of students admitted based on CLO.

§ 2

  1. The confirmation of learning outcomes for admission to studies is conducted by the Committee for the Confirmation of Learning Outcomes, hereinafter referred to as the “CLO Committee”.
  2. The CLO Committee is appointed by the rector.
  3. The CLO committee consists of 7 members, this includes at least two members with an academic title or the academic post-doctoral degree (doktor habilitowany).
  4. The term of office of the CLO Committee lasts four years and starts on the 1st of October of the first year of the term of office of the authorities of the Wroclaw University of Environmental and Life Sciences. The term of office of the first CLO Committee starts on the 25th of September 2019 and lasts until the 30th of September 2020.
  5. The chairman leads the work of the CLO Committee. The chairman is appointed by the rector from among the members of the committee.
  6. The chairman of the CLO Committee may invite university employees with at least a doctorate (doktor) to cooperate with this entity, in accordance with the scope of their classes.
  7. Fees, determined based on the rector's instruction, are collected for conducting CLO.

§ 3

The admission procedure based on CLO includes the following stages:

  1. The candidate submits an application for admission to studies in a particular field of study, level, profile and form by confirming the learning outcomes together with documents confirming the learning outcomes this individual has achieved. A model application is attached as attachment no. 1 to this resolution.
  2. The application should be submitted via the Recruitment Committee before:
    1. the 31st of March - in case of an individual applying for admission to studies in the winter semester,
    2. the 31st of October - in case of an individual applying for admission to studies in the summer semester.
  3. The candidate makes the payment for the fee for the procedure related to the confirmation of learning outcomes to the bank account indicated by the university.
  4. The candidate is notified on the date of the CLO Committee meeting.
  5. Meeting of the candidate with the CLO Committee, discussion concerning documentation of the indicated learning outcomes to be confirmed, determination of methods, forms and dates of verification of learning outcomes. Under CLO procedure, actual knowledge, skills and competences are verified and the documentation attached to the application confirming the learning process is only of supplementary character.
  6. Verification and assessment of the candidate's learning outcomes in accordance with the agreed arrangements and preparation of a protocol. A model protocol is attached as attachment no. 2 to this resolution.
  7. The CLO Committee provides the Recruitment Committee with the protocol on the confirmation of learning outcomes.
  8. The candidate is notified on admission or non-admission to studies.
  9. The grades obtained in the process of confirming the learning outcomes are included as the final grades concerning the subject to the grade point average in accordance with the Wroclaw University of Environmental and Life Sciences Study Regulations. Completion of the course as a result of the learning outcomes confirmation procedure is documented in USOS.
  10. If the number of candidates applying for admission to a particular field, level, profile and form based on CLO exceeds the limit determined in § 1 par. 7, the Recruitment Committee creates a ranking list according to the number of ECTS points obtained by the candidates as a result of CLO. Candidates with the highest number of ECTS credits are admitted first.
  11. The minimum number of ECTS points awarded in the CLO procedure required to apply for admission to studies based on CLO is 15.
  12. Admission to studies based on CLO takes place by being entered onto the list of students.
  13. Admission to studies takes place from the following or next semester after the end of the CLO procedure, after the candidate submits a complete set of documents required for admission to studies, as determined in the current resolution on the conditions and procedure for admitting candidates for the first year of full-time and part-time studies at the Wroclaw University of Environmental and Life Sciences adopted by the Senate.
  14. The refusal of admission to studies based on CLO takes the form of an administrative decision.

§ 4

  1. All decisions of the CLO Committee, including the specification of methods, forms and dates of verification of learning outcomes, are confirmed in writing by the committee members and the candidate.
  2. In case of individuals admitted to studies based on CLO, the documentation concerning CLO proceedings is kept in the student's file.
  3. If an individual is not admitted to studies based on CLO, the documentation of the procedure is archived after 6 months and then removed.

§ 5

Resolution no. 34/2015 adopted by the Senate of the Wroclaw University of Environmental and Life Sciences on the 22nd of  May 2015 on the rules and procedure for confirming learning outcomes is repealed.

§ 6

The resolution becomes effective on the day of its adoption.
