Pursuant to Article 102 (2) (1) (a) of the Act of July 20, 2018 – Law on Higher Education and Science (Journal of Laws of 2018, item 1668, as amended) and § 13 of the Regulation of the Minister of Science and Higher Education of December 20, 2018 on student loans (Journal of 2018, item 2468), in consultation with the Students’ Representative Council, the following is ordered:

§ 1

1. The Wrocław University of Environmental and Life Sciences makes annual lists of the best graduates of first-, second- and long-cycle studies, which form the basis for applying for a student loan remittance in the amount of:

1) 50% if the borrower has completed his/her studies in the group of up to 1% of the best graduates,

2) 35% if the borrower has completed his/her studies in the group from 1,01% to 5% of the best graduates,

3) 20% if the borrower has completed his/her studies in the group from 5,01% to 10% of the best graduates.

2. In order to select the best graduates in groups specified in point 1, the highest GPA (Grade Point Average) is considered the essential criterion. It is calculated for the entire course of studies, on the principles set out in General Regulations for Students of the Wrocław University of Environmental and Life Sciences. As for the second-cycle studies, only the period of these studies is considered for calculating the Grade Point Average.

3. If, when making the lists of the best graduates of the faculty, more than one graduate is placed in the last position with the same grade average, an auxiliary criterion is applied. This criterion includes, in the following order:

1) scholarship granted by the Minister of Science and Higher Education, 

2) the Rector’s scholarship, 

3) scholarship granted by a local government unit, scholarship for academic or sports performance granted by an individual or corporate that is not a state or local government legal entity, 

4) activity in a student research group (publications, papers, scientific studies, active participation in seminars, conferences and research).

4. When calculating the number of people in groups specified in point 1, the non-integer is rounded up to the nearest integer.
Students wishing to be qualified for the groups of the best graduates of the Wrocław University of Environmental and Life Sciences are required to pass the degree examination (in the case of veterinary medicine, pass the last exam required by the study programme) by 30 September for studies ending in the summer semester, and by February 28 (February 29) for studies ending in the winter semester.

§ 2

1. The number of graduates determined as of September 30 of a given academic year forms the basis for determining the number of students in the groups of the best graduates of a given academic year in a given faculty.\

2. Lists of the best graduates of the Wrocław University of Environmental and Life Sciences are made separately for first-, second- and long-cycle students graduating in a given academic year; such lists constitute Attachment No. 1 hereto.

3. Lists of the best graduates are made by dean’s offices of individual faculties in paper and electronic versions (as an Excel spreadsheet) and submitted to the Vice-Rector for Student Affairs and Education through the Department of Studies Organization by October 20 of a given academic year.

4. Based on lists made by dean’s offices referred to in point 3, the Department of Studies Organization makes university-wide lists of the best graduates of the Wrocław University of Environmental and Life Sciences in a given academic year according to a template constituting Attachment No. 2 hereto and submits it to the Vice-Rector for Student Affairs and Education for approval.

5. The Vice-Rector for Student Affairs and Education, in consultation with the Students’ Representative Council, announces the lists of the best graduates of the Wrocław University of Environmental and Life Sciences by December 31.

§ 3

1. At the request of a student who graduated the Wrocław University of Environmental and Life Sciences as a member of the groups specified in § 1 (1), the Department of Studies Organization issues a certificate constituting Attachment No. 3 to this Order. This certificate entitles the graduate - borrower to apply to the bank for his/her student loan remittance.

2. The certificate is signed by the Vice-Rector for Student Affairs and Education.

3. The Department of Studies Organization keeps a register of such certificates.

§ 4

The Order becomes effective on September 1, 2019.

§ 5

Order No. 193/2017 of the Rector of the Wrocław University of Environmental and Life Sciences of December 20, 2017 regarding the rules of selecting the best graduates of first-, second- and long-cycle studies of the Wrocław University of Environmental and Life Sciences who might apply for a student loan or credit remittance, is repealed.
Students who graduated in the 2015/2016 academic year or earlier are provided with a certificate confirming that they are in the group of 5% of the best graduates of Wrocław University of Environmental and Life Sciences, in accordance with the lists announced for a given academic year.
