Regulation No. 432/2020 issued by the Rector of the Wroclaw University of Environmental and Life Sciences on the 31st of December 2020

on the rules concerning the organization of diploma and master's degree examinations at the Wroclaw University of Environmental and Life Sciences using electronic means of communication

Based on the. Art. 23 par. 2 point 2, Art. 76a of the Act issued on the 20th of July 2018 - Law on Higher Education and Science (Journal of Laws of 2020, item 85, as amended) and § 8 par. 3 point 2 of the Statute of the Wroclaw University of Environmental and Life Sciences, attached to Resolution No. 56/2019 issued by the Senate of the Wroclaw University of Environmental and Life Sciences on the 28th of June 2019 on the adoption of the Statute of the Wroclaw University of Environmental and Life Sciences, as amended, it was decided as follows:

§ 1

1. The Wroclaw University of Environmental and Life Sciences can conduct diploma examinations and master's degree examinations outside the seat of the university thanks to application of electronic means of communication. Such examinations are hereinafter referred to as “remote diploma examinations”.

2. Remote diploma examinations are understood as oral examinations enabling the verification of the learning outcomes achieved by the student. Such examinations are conducted with the use of the Google Meet service (included in the Google Suite package).

3. In justified cases, after consulting the vice-rector for student affairs and education, the dean can express his/her consent for the use of other means of electronic communication to verify the achieved learning outcomes, provided that they the aforementioned means do not require the student to pay for hardware and software and ensure protection of personal data.

4. The chairman of the examination commission is responsible for the conduct of remote diploma examinations observing the applicable regulations.

5. The dean supervises the conduct of remote diploma examinations.

6. Remote diploma examinations are equivalent to diploma examinations and master's degree examinations conducted at the university's premises.

7. The condition for conducting remote diploma examinations is that all examination participants have access to the same means of electronic communication. The aforementioned access  has to ensure, in particular:

1) real-time transmission of the exam between its participants,

2) real-time multilateral communication enable the participants expressing their opinions during the exam,

3) compliance with the required safety rules.

8. When it comes to the diploma proceedings, documents and information are transferred using employee and student e-mail accounts operating within upwr.edu.pl domain. These activities are performed maintaining the security of personal data protection when sending such data.

9. In particularly justified cases, one is allowed to use e-mail accounts within the domain of the university/institution a member of the examination commission who is not an employee of Wroclaw University of Environmental and Life Sciences belongs to or the domain of the examined student’s school to provide the documents and information referred to in par. 8.


10. The Didactic Resource and Support Centre (in agreement with other organizational units) is to conduct training concerning the use of electronic communication means used in the Wroclaw University of Environmental and Life Sciences to conduct remote diploma examinations concerning the individuals participating in these examinations.

§ 2

1. A student applying for a remote diploma examination is to send a scan (or photo) of a personally signed application (Attachment 1) to organize this examination via e-mail to e-mail address of an employee of the dean's office responsible for a particular field of study after thesis supervisor expresses his/her approval in the Archives of Diploma Dissertations (APD).

2. In the application, the student confirms that he or she has the technical ability to participate in the remote diploma examination, has the Internet access ensuring the appropriate quality of data transmission, access to electronic communication means applied by Wroclaw University of Environmental and Life Sciences to conduct remote diploma exams and declares the ability to use such devices as well as the ability to share the desktop.

3. A person employed in the dean’s office and responsible for a particular field of study checks the student's status and verifies the completeness of the required documents. Then the aforementioned employee is to send an application to the dean via an e-mail. The dean, in turn, decides on the organization of the remote diploma examination. The student is informed on the date of the exam by e-mail sent by the dean's office.

4. The employees of the dean's office responsible for a particular field of study is to prepare the necessary documentation for the diploma proceedings and send it to the e-mail address of the chairman of the examination commission.

5. The chairman of the examination commission provides the student and the members of the examination commission with an invitation to the service that is to be used for the remote diploma examination. Exam participants are required to confirm receipt of the invitation without delay.

6. The invitations indicated in par. 5 may be sent by a person employed in the dean's office responsible for a particular field of study on behalf of the chairman of the examination commission upon the dean's consent.

7. Prior to participating in the remote diploma examination the student is required to prepare the following in advance: writing articles, student ID or ID card, diploma dissertation in PDF format or its presentation in a multimedia version. If it is justified by the specificity of the diploma dissertation, the student has to prepare other materials necessary to participate in the diploma examination.

8. During the exam, the student is required to have a constantly activated camera directed at himself/herself. The image from the camera cannot be processed - one cannot use any additional software modifying the image, for example, adding background, effects or websites that could facilitate obtaining an answer the questions.

9. During the remote diploma examination, no other persons is allowed to be in the student's room, the student confirms that to the members of the examination commission prior to participating in the examination.

10. Leaving the room the student is staying in during the exam is equivalent to terminating the exam.

11. If the connection with the student or another member of the examination commission is broken, the chairman shall make an attempt at re-connecting. The total duration of broken connection cannot exceed 10 minutes. If reconnection is not possible, the remote diploma examination must be conducted on a different date. The chairman of the examination commission informs all examination participants on the new date via e-mail. The chairman may accept the answers provided by the student prior to the interruption of the connection and the resumption of the examination involves setting new questions the student failed to answer.

12. If, for technical reasons indicated in par. 11, the exam has to be repeated, the additional date is not understood as a re-sit date.

13. Information on the disconnection and resumption of the connection as well as the decision to repeat the diploma examination or its resumption at a different date should be included in the examination protocol.

§ 3

1. The chairman of the examination commission shall initiate the remote diploma examination within the prescribed period.

2. The remaining participants of the examination committee and the student join the exam by turning on the cameras and microphones. The chairman checks whether the connection quality makes remote contact with the participants of the diploma examination possible.

3. The chairman starts the remote diploma examination and explains the rules of its course, this includes the rules for drawing questions.

4. The chairman asks the student to introduce himself/herself and verifies his/her identity.

5. The chairman asks the student to make the entire desktop available to the commission members. During the remote diploma examination, only the diploma dissertation in PDF format, generated from APD, or the presentation of the diploma dissertation or additional materials necessary for participation in the diploma examination can be visible on the shared desktop.

6. After conducting the open part of the remote diploma examination, the chairman informs the participants about the end of the examination and asks the student to disconnect for the duration of the commission meeting and to reconnect after 10 minutes.

7. During the classified part members of the commission discuss the course of the examination and determine the final result of the studies.

8. The chairman prepares a protocol concerning the remote diploma examination, indicating the form of the examination. The exam protocol is prepared in electronic form and approved in USOS.

9. After reconnecting with the student, the chairman announces the final result of studies determined by the examination commission and the decision on granting the appropriate professional title.

10. The chairman of the examination commission informs the participation of the remote diploma examination on the end of the meeting.

§ 4

1. A person appointed by the Dean, who is not a member of the commission and who provides technical support to the commission, may be allowed to participate in the diploma examination maintaining safety conditions related to the state of epidemic threat or state of epidemic.


2. Information concerning the availability of the diploma dissertation in electronic form in APD is stored in the student's personal file.

3. Electronic means of communication should be used in a suitable manner to meet the needs of the individuals notified to the Proxy of Rector for Disabled Individuals following the terms determined in the Regulations on providing support to disabled persons at Wroclaw University of Environmental and Life Sciences in order to adapt the course of the remote diploma examination to the needs of individuals with disabilities or special needs.

§ 5

Regulation no. 293/2020 issued by the Rector of the Wroclaw University of Environmental and Life Sciences on the 5th of October  2020 becomes ineffective.

§ 6

The regulation becomes effective on the 1st of January 2021.
