Regulation No. 421/2020 issued by the Rector of the Wroclaw University of Environmental and Life Sciences on the 28th of December 2020

concerning the rules of verifying the originality of written diploma dissertations and master's degree dissertations as well as conducting the diploma-related proceedings using the University Study Service System (Uniwersytecki System Obsługi Studiów)

Based on the Art. 23 par. 1 and par. 2 point 2, Art. 76 par. 4 of the Act issued on the 20th of July 2018 Law on Higher Education and Science (Journal of Laws of 2020, item 85, as amended) and § 8 par. 2 and par. 3 point 2 of the Statute of the Wroclaw University of Environmental and Life Sciences constituting an attachment to the Resolution No. 56/2019 adopted by the Senate of the Wroclaw University of Environmental and Life Sciences on the 28th of June 2019  concerning the adoption of the Statute of the Wroclaw University of Environmental and Life Sciences. It was decided as follows:

§ 1

1. One introduces rules at the Wroclaw University of Environmental and Life Sciences, hereinafter referred to as the University,  aimed at verifying the independent character of preparing written diploma dissertations and master's degree dissertation in the Uniform Anti-plagiarism System (Jednolity System Antyplagiatowy, namely JSA) and servicing the diploma-related proceedings in the University Study Service System (Uniwersytecki System Obsługi Studiów, namely USOS),

2. The procedure referred to in par. 1 covers all diploma dissertations and master's degree dissertations, hereinafter referred to as diploma dissertations, carried out in reference to BA/BSc and MA/MSc studies.

3. Access to JSA and the Archives of Diploma Dissertations (Archiwum Prac Dyplomowych, namely APD) is assigned to authorized employees of the University.

§ 2

1. Prior to starting the anti-plagiarism procedure, the person employed in the dean's office enters the data following of the qualified student indicated below into the University Study Service System (USOS):

1) study programme, diploma code, major/specialization code, unit code;

2) the title of the diploma dissertation;

3) the date of the dissertation approval;

4) name (s) and surname of the dissertation supervisor (thesis supervisor);

5) first name (names) and surname of the reviewer (s);

6) the date of submitting the diploma dissertation.

2. After entering the data indicated in par. 1, the student is required to complete a form using APD. The aforementioned form includes detailed data on the diploma dissertation: the language the dissertation is written in, the title of the dissertation in English, a summary of the dissertation in Polish and English, keywords. The student is required to upload the file with the diploma dissertation, approve the required declaration on preparing the dissertation on one’s own and not breaching copyrights and submit the diploma dissertation for approval by a suitable supervisor.

3. The dissertation supervisor is to verify its content. After the verification the supervisor orders a dissertation verification in JSA, using APD interface. It results in obtaining the anti-plagiarism test report: general report containing a metric, basic text analysis, general test result, detailed result and the definition of individual entries as well as a detailed report which is to contain additionally calculated similarity coefficients confirming the degree of compliance of the analyzed text with the sources it was compared with as part of the analysis, a list of sources with fragments identical to fragments included the analysed diploma dissertation as well as the text of the dissertation with selected fragments which could have potential been borrowed or fragments representing other style.

§ 3

1. Verification of the originality of written diploma dissertation involves the analysis of the Percentage Similarity Level (Procentowy Rozmiar Podobieństwa, namely PRP) - a parameter indicating the level of similarity of the dissertation in relation to other documents covered by comparative databases (diploma dissertations in the National Repository of Written Diploma Dissertations – Ogólnopolskie Repozytorium Pisemnych Prac Dyplomowych, namely ORPPD, Internet resources, legal provisions), which distinguishes four types of PRP coefficients, determining the level of borrowings when considering reference databases, differing in the length of the phrases taken into account during PRP analysis:

1) PRP number 1 verifies what part of the work under analysis consists of phrases 5 words long or longer found in reference databases

2) PRP coefficient number 2 verifies what part of the work under analysis consists of phrases with a length of 10 words or longer found in reference databases,

3) PRP number 3 verifies what part of the work under analysis consists of phrases 20 words long or longer found in reference databases

4) PRP coefficient number 4 verifies what part of the work under analysis consists of phrases with a length of 40 words or longer found in reference databases,

2. After generating the reports indicated in par. 1, the supervisor of the diploma dissertation determines whether:

1) PRP no.1 is less than 50%,

2) PRP no.2 is less than 40%,

3) PRP no.3 is less than 30%,

4) PRP no.4 is less than 20%,

3. there was an attempt aimed at manipulating the text of the dissertation in order to conceal plagiarism and falsify PRP coefficient values.
The dissertation supervisor assesses whether the dissertation does not contain unauthorized borrowings or whether the correctly marked borrowings (quotations) contained in the dissertation do not raise doubts as to the independent character of the diploma dissertation prepared by the student. This evaluation takes place based on the General Report and the Detailed Report generated in APD.

§ 4

1. If the reports referred to in § 3 par. 3 raise no objections, the supervisor of the diploma dissertation approves such reports and submits the dissertation to be reviewed.

2. The supervisor and the reviewer/reviewers of the dissertation are required to introduce the review of the dissertation in APD and to be approved.

3. An authorized person employed in the dean's office is obliged to print a certified review and include it in the student's personal file.

4. The student can participate in the diploma or master's degree examination, hereinafter referred to as the diploma examination, after receiving positive reviews concerning the dissertation from the tutor and reviewer/reviewers.

§ 5

1. If the Reports referred to in § 3 par. 3 indicates that the indicators referred to in § 3 par. 2 are exceeded, the diploma dissertation supervisor may approve the dissertation provided the analysis confirms that it does not breach intellectual property rights or order the APD administrator to withdraw the dissertation and oblige the student to correct it.

2. After consulting the supervisor of the diploma dissertation, the student corrects the dissertation. Then the dissertation undergoes the anti-plagiarism procedure again.

3. The student can correct the dissertation in APD maximally two times. 

4. If the conclusions contained in the last report concerning the anti-plagiarism reveal that the dissertation contains unauthorized borrowings or modifications referred to in § 3 par. 3, the supervisor transfers the collected documentation together with the completed opinion, constituting an attachment to this regulation, to the Dean. The Dean, in turn, notifies the Rector. The Rector decides to refer the case for examination by the disciplinary commission for students via the disciplinary commissioner for students.

§ 6

The content of the report on similarity can be accessed by the dissertation supervisor and its author, authorized persons employed in the dean's offices, the Dean's Office Section of the University Centre for Information Technology and the Centre for Student Affairs. In case of a breach of copyright, referred to in § 5 par. 4, the relevant Deans, the Vice-Rector for student affairs and education, and members of disciplinary committees and disciplinary spokesmen authorized by Vice-Rector have the access as well.

§ 7

Before the student participates the diploma examination, the person employed in the dean's office is obliged to check the following:

USOS contains student data required based on the regulation issued by the Ministry of Science and Higher Education regarding documentation of the course of studies;

1) the dissertation and data concerning dissertation were entered into APD;

2) the dissertation entered into APD was approved by the dissertation supervisor;

3) the reviews prepared by the dissertation supervisor and the reviewer/reviewers were introduced to APD;

4) the reviews referred to in point 4 were approved and authenticated in USOS;

5) the diploma dissertation in the electronic version contains unique control numbers of pages assigned using APD.

§ 8

1. The person employed in the dean's office prints certified printouts of the review from the USOS system, which, prior to admission to the diploma examination, are included in the file of the qualified student's personal files.

2. During the diploma examination, the chairman of the examination commission is to complete the USOS diploma examination report:
questions asked during the diploma examination;

1) the final grade awarded for the diploma dissertation;

2) the final grade awarded for the diploma examination;

3) the final result of the studies.

3. The completed diploma examination report is to be approved by the members of USOS examination commission and  prepared in the form of a certified printout. It is kept in the student's personal files.

4. After passing the diploma examination obtaining a positive result, the person employed in the dean's office generates the diploma number in USOS and prepares documents which confirms the completion of studies bearing in mind the requirements of applicable law. Moreover, this employee prepares and places information concerning the submission of the diploma dissertation in electronic form and its storage in APD containing data enabling its effective search in the student's personal file.

§ 9

1. The Deans are responsible for the execution of the regulation.

2. The implementation of this regulation is supervised by the Vice-Rector for Student Affairs and Education.

§ 10

1. This regulation shall enter into force on the 1st of  January 2021.

2. Regulation No. 2/2011 issued by the Rector of the Wroclaw University of Environmental and Life Sciences on the 5th of January 2011 on the anti-plagiarism procedure for verifying the independent character of students' diploma dissertations is repealed.
