Resolution No. 61/2019 adopted by the Senate of the Wroclaw University of Environmental and Life Sciences on the 28th of June 2019

concerning the conditions, course and terms of the recruitment procedure in case of candidates for the first year of full-time and part-time studies at the Wroclaw University of Environmental and Life Sciences in reference to the 2020/2021 academic year.

Pursuant to the Art. 28 par. 1, point 10, the Art. 69 par. 1-3, the Art. 70 par. 1, 3 and 5 as well as the Art. 72 and the Art. 323 and the Art. 324 of the Act issued on the 20th of  July 2018 Law on Higher Education and Science (Journal of Laws 2018, item 1668, as amended), §7 par. 2 point 2 of the Statute of the Wroclaw University of Environmental and Life Sciences, in accordance with the Art. 227 par. 3 of the Act issued on the 3rd of  July 2018 Introducing the Act - Law on Higher Education and Science (Journal of Laws 2018, item 1669, as amended), upon the request of faculty councils, it was decided as follows:

CHAPTER I

GENERAL PROVISIONS

§ 1

The resolution concerns the conditions and recruitment procedure in case of BA/BSc and MA/MSc studies as well as long-cycle master's veterinary medicine studies. The aforementioned studies are conducted in the form of full-time and part-time studies and have an academic or practical profile.

§ 2

Whenever this resolution refers to:

1) recruitment commission – this term is to be understood as a commission appointed by the rector, which is to conduct and organize recruitment for studies

2) full-time studies – this term should be understood as studies defined in the Art. 63 par. 1 point 1 of the Act issued on the 20th of July 2018 - Law on Higher Education and Science, Journal of Laws 2018, item 1668 as amended;

3) part-time studies – this term should be understood as studies defined in the Art. 63 par. 1 point 2 of the Act issued on the 20th of July 2018 - Law on Higher Education and Science, Journal of Laws 2018, item 1668 as amended;

4) Online Registration of Candidates (hereinafter referred to as “ORC” (“IRK”) - this term should be  understood as the electronic system used for registering candidates for studies;

5) limit of number of students – this term should be understood as the maximum number of individuals who can be admitted to the first year of studies in a particular field of study, level, profile and form of study;

6) candidate – this term is to be understood as an individual applying for admission to the BA/BSc, MA/MSc or long-cycle master’s studies;

7) secondary school final examination “matura” (the so-called “new matura”) – this term is to be understood as the exam passed in 2005-2019, referred to in the Art. 70 par. 3 point 2 of the Act issued on the 20th of  July 2018 - Law on Higher Education and Science (Journal of Laws of 2018, item 1668, as amended) and the Act issued on the 7th of September 1991 on the Education System (namely,  Journal of Laws 2018, item 1457 as amended);

8) secondary school final examination “matura” (the so-called “old matura”)  – this term is to be understood as the exam referred to in the Art. 70 par. 3 point 1 of the Act issued on the 20th of  July 2018 - Law on Higher Education and Science (Journal of Laws 2018, item 1668, as amended);

9) bilingual matura exam – this term is to be understood as matura exam taken in Polish, mathematics, a foreign language at the standard level and, additionally, in a foreign language at the bilingual level as well as two selected subjects completed with exam taken in a foreign language;

10) diploma (International Baccalaureate) – this term is to be understood as an exam constituting part of the international baccalaureate programme, passing such an exam is confirmed by an IB diploma issued by the International Baccalaureate Organization referred to in the Art 93 par. 1 point 2 of the Act issued on the 7th of September 1991 on the Education System;

11) EB diploma (European Baccalaureate) – this term is to be understood as an examination, the passing such an exam is confirmed by the EB diploma issued by the European Schools in accordance with the Convention established in Luxembourg on the 21st of June 1994 on the Statute of the European Schools referred to in the Art. 93 par. 1 point 3 of the Act issued on the 7th of September 1991 on the Education System;

12) apostille – this term is to be understood as the legalization of an official document intended for legal circulation in countries that are party to the Hague Convention of 1961 on the abolition of the requirement to legalize foreign official documents (Journal of Laws 2005, No. 112, item 938);

13) small number of candidates – this term is to be understood as:

- in case of BA/BSc studies - less than 32 people,

- in case of MA/MSc studies - less than 16 people.

14) ranking list of candidates – this term is to be understood as the list of individuals prepared by the recruitment commission, separately for each field and form of study covered by the qualification procedure conducted for the Wroclaw University of Environmental and Life Sciences and specified in this resolution.

15) waiting list – this term is to be understood as a list of people who met the recruitment conditions, nevertheless, they did not reach the threshold qualifying for admission due to the exhaustion of vacancies and are waiting for vacancies resulting from the resignation of individuals qualified for the entry. The waiting list constitutes an integral part of the ranking list.

16) admitted based on an entry on the list of students – this term is to be understood as a list of individuals who met all the recruitment conditions and were entered on the list of the students of Wroclaw University of Environmental and Life Sciences.

§ 3

  1. The recruitment commission conducts the requirement procedure.
  2. The recruitment procedure consists of the qualification procedure and entry on the list of students or issuance of a decision to refuse admission as regards the studies.
  3. The Rector appoints the members of the recruitment commission. The recruitment commission can consist of teachers/lecturers, employees of dean's offices and employees of the recruitment office. The Rector appoints the chairman of the commission.
  4.   The tasks of the recruitment commission include, in particular:

1) completing and verifying the documents submitted by the candidates;

2) notifying candidates about the date and place of entrance exams and conducting such exams if they constitute  part of the qualification procedure;

3) preparation of ranking lists;

4) preparation of a list of people qualified to be entered onto the list of students;

5) making entries as regards the list of students of the Wroclaw University of Environmental and Life Sciences;

6) notifying candidates about admission to studies based on entry in ORC (IRK) system in the form of an electronic downloadable notification;

7) issuance of an administrative decision on refusing the admission to studies and notifying candidates in writing via registered mail with confirmation of receipt;

8) provision of opinions concerning appeals filed by candidates against the decisions on refusing the admission;

9) preparation of  ad hoc information and numerical data concerning the recruitment process for the needs of the recruitment office;

10) providing the recruitment office with a report and a protocol concerning the course of the recruitment procedure after the recruitment process is completed.

  1. The Recruitment Office and the Computer Network Centre provide administrative support when it comes to the recruitment procedure.
  2. The Rector supervises the recruitment procedure.
  3. Members of the recruitment commission receive additional remuneration in the amount determined in a separate instruction for participation in the works connected to the recruitment procedure for studies at the Wroclaw University of Environmental and Life Sciences.

§ 4

  1. The Resolution of the Senate of the Wroclaw University of Environmental and Life Sciences on the rules and procedure for confirming learning outcomes determines the admission to studies by confirmation of learning outcomes.
  2. Admission resulting from a transfer from another university or a foreign university takes place based on the provisions indicated in the Study Regulations of the Wroclaw University of Environmental and Life Sciences.

§ 5

  1. Candidates for the first year of studies at the Wroclaw University of Environmental and Life Sciences are to be admitted to individual fields of study in accordance with the admission limits determined by the Rector after consulting the dean.
  2. Attachment no. 1 includes the offer of study programmes at the Wroclaw University of Environmental and Life Sciences together with the list of qualifying subjects.
  3. The Rector may, upon the request of the dean and within the established limits, restrict the number of places for candidates recruited from among students or graduates of another field.
  4. If there are too few candidates and the admission limits of candidates is not met, the Rector, at the request of the dean of a particular faculty, may:

1)   announce the continuation of recruitment, observing the rules which were effective at the first date;

2) make a decision to resign on the competition procedure and conduct recruitment based on the provisions determined in § 6;

3) decide not to start the course.

  1. The University has the right to charge the fees referred to in the Art. 79 par. 1 and 2 of the Law on Higher Education and Science.

§ 6

  1. In situation indicated in § 5 par. 4 point 2, candidates for the first year of studies are admitted according to the following rules:

1) admission to studies depends on the order of submitting a complete set of documents within the time limit established in the instruction of the Rector of the Wroclaw University of Environmental and Life Sciences on the procedure for organizing the recruitment process and the schedule of recruitment-related activities. 

2) in the indicated situation, the recruitment commission does not prepare a ranking list of candidates, it exclusively prepares a list of individuals qualified to be entered and makes an entry on the list of students of the Wroclaw University of Environmental and Life Sciences.

CHAPTER II

PROVISIONS CONCERNING THE DETAILED RULES AND COURSE OF RECRUITMENT PROCEDURES FOR BA/BSc and MA/MSc AND LONG-CYCLE MASTER’S STUDIES 

§ 7

  1. Admission of candidates for the first year of BA/BSc studies and long-cycle master's studies as regards veterinary medicine (full-time and part-time) depends on the results of the recruitment procedure in a form of a competition.
  2. When it comes to the recruitment procedure, only the results of the written matura exams are taken into account (language certificates are not taken into account, except for courses conducted in English).
  3. An attachment no. 1 to this resolution includes the list of subjects qualifying for BA/BSc studies and long-cycle master’s studies (full-time and part-time) in the academic year 2020/2021.
  4. The entry “exempt” on the secondary school-leaving examination certificate in the written part of the exam is tantamount to obtaining the maximum number of points.
  5. Participants of subject contests may be admitted outside the competition procedure. The rights of individuals who were participants in subject competition, regarding admission to the first year of studies in the academic years 2019/2020 to 2022/2023, are determined based on the resolution adopted by the Senate of the Wroclaw University of Environmental and Life Sciences on the detailed rules for admitting laureates and finalists of the central level subject contests to studies at the Wroclaw University of Environmental and Life Sciences.
  6. Candidates who are laureates and finalists of subject contests and competitions entitling to exemption from the recruitment procedure, applying for admission to the first year of studies, are required to register with OCR (IRK) using the following website: www.rekrutacja.upwr.edu.pl. The condition for recruitment based on the results of the subject contests or competitions is to attach a scan of the document issued by the main organizing committee of a particular subject contest to OCR (IRK) system with an order number stating the position obtained by a particular candidate for studies in the central qualifying rounds - the original document has to be available for inspection.
  7. The results of the recruitment procedure are expressed using a point scale. Lack of points for any of the required qualifying subjects does not disqualify the candidate from the recruitment procedure. Nevertheless, such a situation results in awarding zero points for this subject (this rule does not apply to veterinary medicine). The number of points obtained is decisive in reference to admission to studies within the limit of vacancies.

§ 8

Candidates applying for admission to the first year of studies at the Wroclaw University of Environmental and Life Sciences (this rule does not apply to veterinary medicine) may obtain points for each subject covered by the qualification procedure, the sum of the aforementioned points constitutes the grounds for preparing the ranking list. The Attachment no. 1 to this resolution includes the list of recruitment subjects.

The number of points (LP) is converted according to the following formula:

LP = Jo + Jp + (Pw × 10)

– for all majors (except for veterinary medicine),

in case of students with new matura:

  • Jorefers to the number of percentage points awarded for a foreign language, calculated following the formula below

0,4 × P or 1,0 × R

where:

  • P – the number of percentage points obtained at the standard level,
  • R – the number of percentage points obtained at the high level,
  • Jp – represents the number of percentage points awarded for Polish language (in case of foreigners - the mother’s tongue) calculated following the same formula as presented above;
  • Pw – represents the number of points for the recruitment subject, calculated following the formula presented above

in case of students with old matura:

  • Jo – refers to the number of points obtained for a foreign language, calculated following to the rules specified in § 12;
  • Jp – refers to the number of points obtained for Polish language (in case of foreigners – their mother’s tongue), calculated following to the rules specified in § 12;
  • Pw – the number of points obtained for the recruitment subject, calculated following the rules specified in § 12.

§ 9

Candidates who passed the secondary school-leaving examination (old matura) take part in the qualification procedure based on the diploma contest taking the qualification subjects listed in the Attachment no. 1 to this resolution into consideration. The results obtained in the written part of the matura examination at the standard or high level in the subjects considered for a particular field of study constitute the grounds for calculating the qualification result. In the absence of a grade in the written part of the secondary school-leaving examination, the last grade in the qualifying subject from the secondary school leaving certificate serves as the basis for calculating the qualification result. The grades indicated on the secondary school-leaving certificate or secondary school leaving certificate (old matura) as regards the subjects covered by the qualification procedure are calculated according to the following rules:

§ 10

  1. Candidates with a diploma or certificate of participation in the international baccalaureate exam (issued by the International Baccalaureate Organization in Geneva - IB) are to be admitted to the selected field of study based on the number of points awarded in baccalaureate examination, the result of this exam is specified in IB diploma qualifies the candidate for studies based on the terms applicable to individuals with a new mature diploma. The score indicated on the certificate is converted according to the following rules:

  1. Candidates with the EB (European Baccalaureate) diploma are to be admitted to the selected field of study based on the number of points awarded during baccalaureate examination, the result of the exam indicated in the EB diploma qualifies the candidate for studies based on the rules applicable to individuals with  new matura. The score presented on the certificate is converted according to the following rules:

  1. In case of candidates with a new matura exam who took a foreign language at the bilingual level, their language score at the bilingual level is to be converted into the high level score following the formula:

R = Pd × 4/3

where:

Pd – refers to bilingual level score

R – refers to high level score

The maximum result for the high level cannot exceed 100%; if such a result is higher, the value of 100% is assigned to it. In case of additional (selected) subjects at bilingual matura exams, only the results of exams in Polish are to be taken into account during the recruitment process.

  1. Candidates with Polish citizenship who graduated from secondary school abroad have an option of applying for admission to the first year of study provided they hold a legalized or apostille certificate or other document obtained abroad which contains a clause indicating their right to apply for admission to any type of university in the country where such a document was issued. If such a clause is missing, the certificate must be accompanied by a certificate issued by the relevant authorities in the country where diploma was issued, namely, national or local education authorities or the Polish diplomatic service or consular office confirming the right to apply for admission to higher education institutions in the country of its issuance. In case of candidates taking part in recruitment for studies conducted in Polish, this certificate should be submitted together with a sworn translation into the Polish language. In case of candidates who passed matura exam in a country other than Poland and do not have a grade concerning Polish on the matura certificate, the chairman of the faculty admission commission takes into account the language the candidate passed his or her exam in instead of Polish.

§ 11

  1. Candidates with Polish citizenship, applying for admission to the first year of studies, are required to register with ORC (IRK) using the following website: www.rekrutacja.upwr.edu.pl. Moreover, this rule applies to candidates who are laureates and finalists of the subject contests and competitions entitling to exemption from the recruitment procedure.
  2. Registration, entering the results of the written part of the secondary school-leaving examination or matura exam in  ORC (IRK) system and payment of the recruitment fee to the individual account generated in the registration system at the Wroclaw University of Environmental and Life Sciences constitutes the condition for admitting a candidate for recruitment. A candidate who has not paid the enrolment fee within the indicated period is not to be taken into consideration as regards the recruitment procedure.
  3. The fee paid is non-refundable, except the situations indicated below:

1) the candidate has paid a higher fee than what was stated in the declaration in ORC (IRK) system;

2) the field of study was not launched;

in such a situation, the fee is reimbursed to the indicated bank account number upon the request of the candidate addressed to the recruitment commission

  1. Candidates who are included  on the ranking list qualifying for entry to universities as a result of the recruitment procedure are required to submit the necessary documents within the determined period:

1) application using an indicated form (printout after registration in ORC);

2) confirmation of payment of the enrolment fee to the individual account generated in the registration system of the Wroclaw University of Environmental and Life Sciences.

3) a copy of the secondary school-leaving examination certificate or secondary school-leaving examination certificate and the certificate of the results of the matura exam in reference to individual subjects referred to in the Act issued on the 7th of September 1991 on the Education System, certified by a notary public, the issuing authority or the faculty recruitment commission. One needs it original for inspection;

4) the candidate has an obligation to present an identity card (ID card, passport) for inspection as it is necessary to verify the candidate’s identity. In case of sending documents by post or submitting such documents via a proxy, the complete set of documents certified by the recruitment committee or confirmed by a notary public or authority issuing a copy of the identity card or other document confirming the candidate's identity should be attached;

5) prior to the beginning of the academic year, individuals admitted to study programmes with harmful or nuisance conditions are required to submit a certificate issued by an occupational medicine physician observing the regulation of the Minister of Health on medical examinations of candidates for upper secondary or higher schools and for qualifying vocational courses concerning pupils of the aforementioned schools, students,  participants of vocational qualification courses and participants of doctoral studies. The Dean is to determine any harmful or nuisance conditions. A candidate receives a referral for examinations upon submitting the documents listed in points 1-4.

  1. Candidate’s failure to submit documents observing the instruction of the Rector of the Wroclaw University of Environmental and Life Sciences on the procedure for organizing the recruitment process and the schedule of recruitment activities. The withdrawal of documents shall not result in claims for reimbursement of the recruitment fee.

§ 12

  1. Recruitment for full-time and part-time veterinary medicine studies is realized separately, following the instruction of the Rector on the approval of the procedure for organizing the recruitment process and the schedule of recruitment-related activities.
  2. Candidates for veterinary medicine studies applying for admission to the first year of studies based on an external written matura exam (new matura) concerning biology and chemistry can be included in the ranking list of candidates provided such candidates obtain at least 30% of the maximum number of points for the external matura exam concerning biology at an high level and at least 30% of the maximum number of points for chemistry at the high level as well.
  3. Candidates for veterinary medicine studies who passed the secondary school-leaving examination (old matura) take part in the qualification procedure based on the certificate contest concerning the recruitment subjects listed in Attachment no. 1 to this resolution, according to the rules determined in § 9.
  4. Candidates for veterinary medicine studies who did not participate the external matura examination at the high level in reference to the subjects covered by the qualification procedure (biology and chemistry) cannot apply for admission to the first year of veterinary medicine studies.
  5. The ranking list of candidates for the first year of veterinary medicine studies is prepared based on the sum of percentage points awarded for the matura examination at the high level or in the case of candidates with “old matura” - in accordance with the provisions of §9 or a certificate issued abroad, entitling such individuals to apply for admission to high education institutions in the country of certificate’s issuance.

§ 13

  1. The recruitment commission determines the ranking list of candidates together with the threshold score qualifying for admission to the first year of studies. The total number of points awarded serves as grounds for obtaining a position on the ranking list. The ranking lists of candidates are published on the following website: rekrutacja.upwr.edu.pl Ranking is published for information purposes only and one cannot file an appeal concerning such lists. One can file an appeal only in reference to  the rector's refusal decision.
  2. The order of candidates on the ranking list for individual fields of study is to be determined based on the sum of points awarded for the subjects covered by the qualification procedure.
  3. If there are several candidates with the same number of points in the last place qualifying for admission to the first year of studies, all of them are to be qualified.
  4. Upon the request of a candidate who did not qualify for studies in reference to the selected field of study in the course of indicated recruitment process, such an individual can be admitted without necessity to cover an additional fee to another field of study organized by the university if the limits in case of that field of study have not been met, with the exception of veterinary medicine. The application should be submitted to the recruitment commission.
  5. A candidate who was indicated on the ranking list for the first year of studies and received the number of points required for entry has to provide the documents referred to in §11 within the time limit following the rector's instruction on approval of the procedure for organizing the recruitment process and the schedule of recruitment-related activities. Failure to submit the documents within the determined period is understood as resignation from undertaking studies in the selected field during particular recruitment procedure.
  6. One cannot be re-entered to the field and form of study in reference to which the candidate has the status of an individual entered on the list of students.
  7. Candidates who applied for admission to BA/MSc studies or long-cycle master's studies in a particular field of study in the academic year 2019/2020 and whose matura exam results in a particular subject or subjects were increased as a result of the appeal referred to in the Art. 44zzz par. 7 of the Act issued on the 7th of September 1991 on the Education System can request the recruitment commission to correct the result of the recruitment procedure. The request has to be filed by the 30th of September 2019.
  8. After the completion of the candidate recruitment procedure, the recruitment commission prepares a list of individuals admitted to studies based on registration procedure and notifies the candidates about the results of the procedure via ORC system.
  9. The list of individuals who have been entered on the student list of students of the Wroclaw University of Environmental and Life Sciences is published on the following website: www.rekrutacja.upwr.edu.pl as well as in OCR system.
  10. A candidate qualified to be entered on the list of students and entered on this list does not become a student until taking the oath referred to in the Art. 83 of the Act issued on the 20th of July 2018 - Law on Higher Education and Science, observing the terms determined in the Regulations of Studies at the Wroclaw University of Environmental and Life Sciences.

§ 14

  1. After the end of the recruitment procedure, the recruitment commission prepares a report and protocol from the recruitment procedure including the ranking lists and lists of individuals registered for studies. The protocol is signed by the chairman of the recruitment commission. Any significant deletions and changes introduced to the protocol  should include a written justification confirmed by the chairman's signature.
  2. The recruitment commission is to submit the report and protocol concerning the recruitment procedure and containing the ranking lists and the lists of individuals registered for studies to the Recruitment Office.

§ 15

The candidate has the right to file an appeal addressed to the Rector within 14 days from the date of receiving the decision of the recruitment commission. The appeal is filed via recruitment commission.

CHAPTER III

PROVISIONS CONCERNING DETAILED RULES AND COURSE OF RECRUITMENT PROCEDURE FOR MA/MSc STUDIES

§ 16

  1. Individuals who have awarded a master's, engineer's, bachelor's or equivalent degree and obtained a graduation diploma can be admitted to supplementary MA/MSc studies.
  2. Candidates with Polish citizenship who obtained a graduation diploma abroad may apply for admission to the first year of studies provided that they hold a legalized or apostille diploma with a supplement. In case of candidates applying for studies conducted in Polish, the diploma and the supplement must be submitted together with a sworn translation into Polish.

§ 17

An individual who meets the required major-related qualifications in terms of knowledge and skills, constituting the grounds for the recruitment of candidates for supplementary MA/MSc studies indicated in the Attachment no. 2 to this resolution, may be admitted to the supplementary MA/MSc studies.

§ 18

If the admission limit is not reached by candidates who meet the requirements determined in §17, a candidate who does not meet these recruitment requirements can be admitted to the first year of supplementary MA/MSc studies, if it is possible to supplement the missing learning outcomes as part of additional subjects for which such candidates are to receive up to 30 points ECTS.

§ 19

A graduate of BA studies may be admitted to the three-semester full-time MA/MSc studies, provided that such an individual completes his or her engineering competences. This individual is to obtain up to 30 ECTS points for the aforementioned competences. The completed competences must be equivalent to the competences of a graduate of engineering studies in a particular field of study.

§ 20

  1. A candidate for the fields of study/specialization conducted in English should be able to speak English at the level allowing such an individual to start studies. The knowledge of the language is to be confirmed by a FCE, CAE, CPE, TOEFL, IELTS certificate or other document confirming sufficient proficiency when it comes to the use of the English language.
  2. The minimum level of language proficiency is B2 in case of the Faculty of Veterinary Medicine and the Faculty of Biology and Animal Science.

§ 21

Qualification procedure is realized based on a ranking list of candidates prepared using the arithmetic average of all grades concerning BA/BSc studies, and then the final grade concerning BA/BSc studies and the last grade awarded for a foreign language. The ranking list (within the limit of places) is understood as the list of individuals qualified for entry on the list of the students of the Wroclaw University of Environmental and Life Sciences.

§ 22

The candidate who obtained the arithmetic average of all grades for BA/BSc/ long-cycle MA/MSc studies amounting to not less than 3.5 may be admitted to human biology MA/MSc studies.

§ 23

Not all full-time and part-time fields of study are realized every year. The Rector makes the decision in this regard.

§ 24

The candidate for MA/MSc studies has to submit the following:

1) application filed in using the indicated form (printout after registration in ORC);

2) a copy of BA/BSc, MA/MSc or long-cycle master's degree diploma and the original available for inspection certified by the recruitment commission or confirmed by a notary public or the issuing authority;

3) a copy of the diploma supplement or an excerpt from the student credit book and the original document available for inspection and certified by the recruitment commission or confirmed by a notary or issuing authority;

4) confirmation of the recruitment fee payment to the individual account generated in the registration system run by the Wroclaw University of Environmental and Life Sciences. A candidate who has not paid the recruitment fee within the indicated time limit is not to be taken into account during the recruitment procedure;

5) the candidate is obliged to present an identity card (ID card, passport) for inspection by the commission in order to verify the candidate’s identity. In case of sending documents by post or submitting such documents via a proxy, one has to attach the complete set of documents certified by the recruitment commission or confirmed by a notary or authority issuing a copy of the identity card or other document confirming the candidate's identity;

6)  Prior to the beginning of the academic year, individuals admitted to the fields of study with harmful or nuisance conditions are required to submit a certificate following the regulation of the Minister of Health on medical examinations of candidates for upper secondary or higher schools and for qualifying vocational courses, students of these schools, students, participants of qualifying vocational courses and participants of doctoral studies. The Dean is to determine any conditions considered harmful or nuisance. The candidate is granted a referral for examinations upon submitting the documents listed in points 1-5.

§ 25

In case of issues not regulated in Chapter III, the provisions of Chapter II shall apply accordingly.

CHAPTER IV

PROVISIONS CONCERNING THE DETAILED RULES AND COURSE OF RECRUITMENT PROCEDURES FOR BA/BSc AND MA/MSc STUDIES AND LONG-CYCLE MASTER’S STUDIES FOR FOREIGN STUDENTS

§ 26

  1.   Foreigners can undertake and pursue studies based on:

1) international agreements observing the terms established in these agreements;

2) agreements concluded with foreign entities by universities observing the terms established in these agreements;

3) minister’s decision;

4) decisions of the head of NAWA (National Agency for Student Exchange) with regard to its scholarship holders;

5) the decision of the head of  NCN (National Science Centre) on awarding funds for the implementation of basic research in the form of a research project, internship or scholarship, qualified for funding as a result of a competition;

6) an administrative decision issued by the Rector, head of PAN (National Science Academy), head of a research institute or head of an international institute.

  1. The following foreigners do not have to pay education fees for full-time studies conducted in Polish:

1) a foreigner - a citizen of a Member State of the European Union, the Swiss Confederation or a Member State of the European Free Trade Association (EFTA) - parties to the agreement on the European Economic Area and their family members residing in the territory of the Republic of Poland;

2) a foreigner with a permanent residence permit or a long-term resident of the European Union;

3) a foreigner who holds a temporary residence permit resulting from the circumstances referred to in the Art. 159 par. 1 or the Art. 186 par. 1 point 3 or 4 of the Act issued on the 12th of December 2013 on foreigners (Journal of Laws 2017, items 2206 and 2282 and of 2018, items 107, 138 and 771);

4) a foreigner with the refugee status granted in the Republic of Poland or a foreigner under temporary protection or subsidiary protection on the territory of the Republic of Poland;

5) a foreigner - the holder of a certificate confirming knowledge of Polish as a foreign language, referred to in the Art. 11a par. 2 of the Act issued on the 7th of October 1999 on the Polish language (Journal of Laws of 2018, item 931), at least at C1 language proficiency level;

6) the holder of the Pole's Card or the individual who was granted a decision confirming Polish origin;

7) a foreigner who is a spouse, ascendant or descendant of a citizen of the Republic of Poland, residing in the territory of the Republic of Poland.

  1. Foreigners with a foreign certificate can apply for admission to the first year of study, provided that they hold a legalized or apostille certificate or other document issued abroad containing a clause confirming the right to apply for admission to any type of higher education institution in the country where this certificate was issued. If there is no clause of this type, the certificate must be accompanied by a certificate issued the relevant authorities of the country of issuance, namely, national or local education authorities or the Polish diplomatic service or consular office, which confirm the right to apply for admission to university in the issuing country. In case of candidates applying for studies conducted in Polish, this certificate should be submitted together with a sworn translation into Polish. In case of certificates not covered by international agreements or issued in a country that is not a member of the European Union, the Swiss Confederation, the Organization for Economic Cooperation and Development, a Member State of the European Free Trade Association (EFTA), the candidate is required to submit an administrative decision issued by the Board of Education on recognition of the foreign certificate by the end of the first training semester.
  2. The Attachment no. 3 specifies the method of converting grades from foreign certificates in the recruitment process for BA/BMs studies and long-cycle master's studies.
  3. Foreigners with a foreign diploma certifying the completion of BA/BSc studies can apply for admission to the MA/MSc studies provided that they hold a legalized or apostille diploma of higher education accredited in the higher education system in the country of issuance, entitling such individuals to continue education in the country of the issuing university’s operations. In case of candidates applying for studies conducted in Polish, the diploma must be submitted together with a sworn translation into Polish.
  4. Foreigners may be admitted to studies conducted in Polish if the following cases:

1) they completed a one-year preparatory course aimed at start education in Polish in units designated by the Ministry of Science and Higher Education;

2) they have a certificate confirming the knowledge of the Polish language at least at the B1 language proficiency level, issued by the State Commission for the certification of knowledge of Polish as a foreign language;

3) during the recruitment process the university confirmed that their level of knowledge of the Polish language allows such individuals to study in Polish;

4) they hold a secondary school-leaving certificate issued in the Polish education system;

5) they graduated from a post-primary school abroad with classes conducted in Polish;

6) they hold a diploma in Polish philology;

7) they hold a university diploma with Polish as the language of instruction;

  1. Foreigners may be admitted to studies conducted in English in the following cases:

1) they have a certificate confirming the knowledge of English such as FCE, CAE, CPE, TOEFL, IELTS;

2) they have a certificate, diploma or other document confirming completion of a post-primary or higher school abroad with classes conducted in English;

3) during the recruitment process the university confirms that their level of knowledge of English allows such individuals to study in this language.

  1. Foreigners applying for admission to studies at Wroclaw University of Environmental and Life Sciences register via the following website: www.apply.upwr.edu.pl and attach scans of documents required in the recruitment procedure. The Rector's instruction on the procedure for organizing the recruitment process and the schedule of recruitment-related activities and online registration of candidates for the first year of full-time and part-time studies for the 2020/2020 academic year includes detailed rules regarding the documents which have to be provided by foreign candidates.
  2. Prior to the beginning of the academic year, a foreigner qualified for study programmes with harmful or nuisance condition is required to submit a certificate from an occupational medicine physician. The Dean is to define any conditions considered harmful or nuisance.
  3. Candidates with Polish citizenship, with a 1st degree foreign certificate or diploma, and applying for admission to the first year of studies are required to register using OCR via the following website: www.rekrutacja.upwr.edu.pl.

§ 27

In case of issues not regulated in Chapter IV, the provisions of Chapter II and III shall apply accordingly.

CHAPTER V

FINAL PROVISIONS

§ 28

  1. Summer recruitment for the 2020/2021 academic year runs from the 1st of May 2020 to the 30th of September 2020 and winter recruitment for the academic year 2020/2021 runs from the 1st of December 2020 to the 28th of February 2021. For candidates from abroad and in case of recruitment concerning studies conducted in English, winter recruitment for the academic year 2020/2021 runs from the 15th of November  2020 to the 28th of February 2021.
  2. Detailed rules of recruitment via OCR and Dream Apply systems and the recruitment schedule for candidates for full-time and part-time BA/BSc and MA/MSC studies and long-cycle master's veterinary medicine studies in the academic year 2020/2021 are determined by the instruction of the Rector of the Wroclaw University of Environmental and Life Sciences.

§ 29

The resolution becomes effective on the day of its adoption.
